GTM guide content structure

This file is the canonical source for the body structure of generated audience GTM guides. create-gtm-guide must preserve the table of contents, headings, numbering, order, and visible labels below exactly. The structure defines coverage; it does not establish facts or authorize unsupported claims.

Subsection 2.5 is mandatory and especially important. It must remain present even when the only supported content is an explicit proof gap.

If a required subsection has no established source content, keep the heading and write Not established in current sources, followed by the missing source or decision. Do not omit, merge, rename, or reorder sections.
